TSC to give PNP letters to 46,000 intern teachers in December 2024.
For a total of 46,000 instructors working internship terms, the instructors Service Commission (TSC) will grant permanent and pensionable (PNP) letters of employment.
This comes after the government said on Monday that it would provide the TSC more than Sh18 billion in funding in exchange for the intern teachers joining the PNP.
According to a State House communiqué, sh18.7 billion had been set aside for the confirmation of intern teachers.
A total of 46,000 instructors working as interns are employed by TSC.
In February 2023, 21,550 junior school and 4,000 primary school intern instructors were hired.
In April 2023, 450 intern instructors for secondary schools were hired. In September 2023, 18,000 junior school and 2,000 primary school intern instructors were hired.
In order to facilitate their confirmation, President William Ruto signed the Supplementary Appropriations (No. 2) Bill 2024 on Monday.
The statement states, “President William Ruto has acceded to the Supplementary Appropriations (No.2) Bill, which includes adjustments to reduce expenditures while maintaining essential services in agriculture, health, and education, including remuneration enhancements for security officers, following the withdrawal of the Finance Bill 2024 and the resulting revenue shortfall of Sh344 billion.”
It falls short of the Sh30 billion TSC will require to pay the intern teachers under the new conditions, which will last the full year until July 2025, when the next budget is allocated.
According to TSC, the Sh18 billion allocated for the conversion will only be sufficient to support the interns for a total of six months.
Stakeholders with knowledge of the matter revealed that TSC is investigating delaying intern confirmation in order to reduce the budget needed to pay for their salaries in order to prevent a crisis.
A monthly salary of sh 20,000 for junior school intern teachers and sh 15,000 for elementary school intern teachers is now paid to the intern instructors.
However, due to deductions for things like the housing fund, NSSF, and NHIF, teachers’ monthly pay is reduced by about sh 3,000.
Following confirmation, P1 instructors will begin working in job group B5, where their base pay would range from a minimum of Sh 21,756 to a maximum of Sh 27,195 after three years of service.
Teachers will receive a yearly payment in January of sh 4,000 for leave allowance and sh 4,000 for commuter allowance.
With the exception of people who reside in Nairobi, Mombasa, Kisumu, Nakuru, Nyeri, Eldoret, Thika, Kisii, and Kitale, major municipalities, and other former minor municipalities, they will be eligible to a house allowance of sh 3,200 per month.
The hardship allowance for workers in areas of hardship is sh 6,600. Additionally, the teachers will have full medical coverage, which will be funded by their monthly medical stipend.
When the teachers have worked for three years, they will automatically be promoted to job group C1.
Starting with job group C2, which is the entrance level for graduate teachers, the junior school intern instructors will be employed.
After three years of service, the teachers will receive a wage that starts at sh 34,955 and goes up to sh 43,694.
Teachers will receive a yearly leave payment of sh 6,000 and a commuter allowance of sh 5,000.
With the exception of people who reside in Nairobi, big municipalities like as Mombasa, Kisumu, Nakuru, Nyeri, Eldoret, Thika, Kisii, and Kitale (sh 16,500), and other former small municipalities (sh 9,600), they would be eligible to a house allowance of sh 7,500.
