According to the Teachers Unions, certain teacher job groups and grades were left out of the Teachers Service Commission’s (TSC) most recent promotions.
It also becomes clear that the people who were left out were the ones who had been stagnant for a while.
According to a research by the Kenya National Union of Teachers (Knut) and Kenya Union of Post Primary Education Teachers (Kuppet), most D4 job group teachers have been denied promotions over time.
The unions contend that the employer failed to monitor the teachers even after they submitted the necessary qualifications required by the TSC, resulting in an oversight gap in the administrative process.
There seems to have been a lack of opportunity for teachers in Grade D4 to advance, which has resulted in stagnation under lower grades.
The unions have pledged to start gathering information from all teachers in order to monitor accountability and transparency in the promotion process.
The information gathered will adequately address the concerns voiced by the teachers, particularly those who believe they have been unfairly left out of the TSC promotion process as a whole.
The Secretary General of KUPPET, Akello Misori, states that there are a number of obstacles that teachers must overcome in order to advance in their careers, and the system needs to address them.
Misori has requested that the commission investigate the effects of promotion-related concerns on teachers’ morale and productivity in providing services, as well as their effects on both.
He also said that most instructors choose early retirement due to a lack of promotions, which is considered as a means of escaping discontent with the system’s stagnation.
Since the majority of teachers reported with Grade D4 are not given the opportunity to advance, the problem of teacher stagnation also affects Grade D5.
Another issue is the deputy principals, who take on the principal acting roles and serve for extended periods of time without pay, which can be frustrating.
A number of deputies have served as principals for more than six months before returning to their prior responsibilities. This follows the appointment of fresh principals to the same institution.
